[boundaries] added Kingston, Jamaica as an admin_centre in OSM for Kingston and St Andrew Corporation in Jamaica. Overriding with a 0.9 probability so the full name of the combined parish gets used (as "state") some of the time, but mostly just stands in as a city boundary for Kingston
